Step One: go to the resource folder of said mod, then copy a file that usually is named "modname_english"
Step Two: go to the resource folder inside gmod now, then paste it inside the "language" folder inside the resource folder.
Step Three: Restart the game, and test it inside a map featuring the hints, and it should work.
