Bug report - New Population
I started my city (grassland) with one single tile, which happened to be a forest tile.
When I found a citizen in a ruin in turn 4, I noticed that I didn't get enough food to sustain the new population, so it started to take from the stockpile (4 food needed, 3 produced, 3 in stock). I didn't have enough time to make enough money to buy a new tile, and my new tile was about 40 turns away (marathon speed).

It seems like it wasn't ment to have this outcome with starting out with just one tile.
I wouldn't mind that the food production halted, or when I find a third citizen later on that that citizen has to take from the stockpile.

I'm not sure what's best to be changed, but maybe there's a possibility that a citizen that is idle is producing some (3?) culture (ancient philosophers were thinkers, not hunters/money makers) or start with three tiles (incl. city). But again, I'm not sure what could be a solution.

Actually, I've kind of already addressed this by renaming what was in Vanilla and BNW "Unemployed Citizens" (really dumb name) to "Urban Labourers" and buffing them from 1P to 2P. Now, they're kinda worth their equivalent of 2F to maintain, and they reflect that people living in ancient times who resided in cities would have both contributed to local development by being some sort of urban specialist and would have been dependant on farmers outside the city for food.

Perhaps I should further buff them to 2P1C? 3C Seems like a lot, considering artists already fill that niche. Even them just having 1C would contribute to border growth.

Thing is, 2P1C seems like a lot, considering Engineers are just 2P and Merchants are just 2G... perhaps 1P1C?

Food for thought. I'm open to suggestions. (Maybe just add an Artist specialist slot to the Palace?) I'll address this next patch, whenever that is.

Yeah, I get what you mean with the dependency of farmers. But they would only depend on farmers if they had that possibility, because if they didn't have food, they couldn't do those other things (and people dying from food shortage happened less often than disease, combat, childbirth, or breaking an ankle when playing as far as I know, because people would hunt or gather for food if there wasn't enough. Or steal it, but let's keeps spies at the renaissance ;P).

I agree that 2P1C seems like a lot. Maybe 2C then? Or 1F1C? 1F1C would give borders quicker and make that there isn't starvation right away. To justify it in regards to the way of life in that time, the 1F could be justified by the citizen going hunting outside of the protection of their border, and therefore having to pay attention to their own safety, and the 1C because they are paying attention to their safety, they notice the environment better, and therefore are coming up with new ideas? Idk, I just try to make some sense for this haha

An artist specialist is something to concider indeed, it makes sense on it's own aswell.

And yeah, "Unemployed Citizens" is missing flavour... "Urban Labourers" makes it interesting! 10 points for you good sir!
