I'm going to guess the answer is "No" because the full scrapyard play system Flipsie is designing is meant to function entirely without mining or crafting. I watched a number of the design streams and he was pretty adamant about it. You should be able to build those things if you're only using the wreckage spawner here, but if you have the full suite of mods, there's not going to be any 'new' part production. You get what you can scrape together and repurpose.

So far about 20 hours in, I did find a basic assembler. It's in the POI that is in the mod's thumbnail, but I haven't come across anything else

Based on the files, there are a handful of spawns out in space that have a full-sized assembler and/or refinery, but they're quite rare, and are spawned as random encounters, rather than cargo ships (as many of the other space spawns are), so make sure you have those enabled in your game settings.
