I think there's an error in this mod's configs:
In XComGame.ini, the loot entry configs are under the DLC Run Order config header.
They should be under the [SquadSightPCS.X2DLCInfo_SquadSightPCS] config header instead. So it's not that the pcs are ultra rate, the loot wasn't being added to the game...
