Maybe it's hardware related, or also it could be people are skipping the optional steps related to performance fixes
Same, I rarely crash as well with this collection. Although I can't really see what everyone's computer specs are and such, so there's quite a lot of variables that can lead to different issues (installing in "Program Files", old hardware, save scumming, installing conflicting mods, not using the "CTD Fix", etc).
It could be all sorts of things really, based on crash logs I've read. One of the *main* causes is Quick Loading while already in game, which mostly just requires being aware of *not* save scumming consistently. In a way, that's why I kinda recommend "Ironman" type playthroughs (besides the Challenge of it), because it helps prevent "Bad Zone Data" from corrupting saves or just causing other issues.
I do recommend saving somewhat often, but Quick Loading while already in game tends to cause Zone Data Corruption, below is a guide which also recommends similar advice (and how to fix it).

Even tho it's rare, when I do load a save file I tend to do while already in game, I'll avoid it from now on, and load while in main menu instead.
Yeah, that's one of the reasons I recommend it so much (besides the "Story" / challenge aspect of it lol), it prevents so many issues. I play the same way though, I really only restart on a Total Party Wipe, otherwise I just go with whatever is unfolding as it does lead to pretty interesting and unique stories. Similar to Rimworld in that aspect.
If you do re-load, I recommend exiting to Desktop first just to further help prevent issues. It's just due to the way the game was setup, really. It's constantly streaming data in/out as you move around, so sometimes when reloading and then continuing to save, reload, save, etc. it tends to save "bad data" over time. Mods kinda make the corruption more likely, since it's just *more* data lol.
You'll know when Bad Data is starting to get saved, as you may find containers with *many* duplicated items and other odd behavior. It's easy enough to fix with an Import, but sometimes you may have to delete the Zone Data files (info in the guide) which then regenerates next time you load in.
It would make for a very short lived but interesting playthrough tho.

I haven't heard of the The Outbreak before, but it probably does seem better suited for a "One-Off" campaign and not for any long term saves. It'd *probably* work, but would play a little bit differently than I'd imagine haha
If you did try it, maybe just load it towards the very bottom (before the "Autogenerated Patch" from the CTD Fix[www.nexusmods.com]) so it overwrites anything before it.
Also half United Cities soldiers are naked.
Vargants naked and invisible bodies as well.
I was wrong, invisible armor is everywhere almost every NPC have textures problem.
More than likely the Load Order needs to be redone in your mods.cfg file. There shouldn't be any missing textures, models, etc. so you might need to do a "Verify Game" for Kenshi through Steam, and/or resubscribe to the mods on the Collection.
This can also help, since you stated there's invisible arms and such:
More than likely you can simply resubscribe to UWE if you want to save time, which is probably what didn't install properly. Sometimes the "Subscribe to All" button on large collections like this tends to cause odd issues for whatever reason.
You may also have to follow This discussion page if you *still* have missing clothes, etc.

Like @Rocki said, NPCs tend to have multiple potential locations (and may sometimes move town to town, if it's relatively safe, including *a lot* of the Bounties). Certain NPCs do not have this function since it might be super dangerous to travel, ie. Beep
Otherwise, they will just hang around different areas in town. They'll go shopping, etc. as well, so you might just have to come back later if you don't immediately see them.
