My hospital attracts people from many factions, and I have not been able to use my permits while a 'Hostile visitor' is present. The Empire seems to hate everyone, so I am never able to use my permits. This is doubly worse for me playing on commitment mode X_X

Is there a way to restrict 'Hostile Visitors' from coming to my hospital? Or should I be looking for a mod that allows me to use the permits regardless?

I love the mod, its great and I want to build my hospital to rival the ones in Kharbranth.
