Just because in your one game, Gondor gained some slight footholds does not mean Gondor is overpowered. I played a game a couple weeks ago where West Osgiliath fell and 3 Gondorian lords had perma-died by the 50th day, and the forces of Gondor were "Weak" while the forces of Mordor had lost 0 lords and were "Very Strong".
