cities getting destroyed is permenant?

we lost a sige battle and the city got destroyed. is this permenant?

Would be cool if we could rebuild them for a LOT of resources. E.g. 100k

Yeah being able to recapture lost points would be good, but perhaps you have to put money into them to repair them
