Increasing Limits
There is no way to increase the maximum amount of 18 player slots that both Survivors and Special Infected share (excluding the Witch as she is a retooled Common Infected) other than a plugin called L4DToolz, and even then you can only increase it to 31 max.
(32 max for dedicated servers, but this is not relevant to 99% of you reading this)

L4DToolz needs installing Metamod Source[www.sourcemm.net] alongside it.

Using any plugin requires -insecure to be put in the launch options of your game. This will prevent you from joining VAC-secured servers.
If it's not obvious enough already, remove -insecure from your launch options when you want to join VAC servers, and remove the plugin files from your addons directory to stop the plugins-require-insecure warning that L4D2 gives you.

Installing Metamod Source
  1. Go to this website (link)[www.sourcemm.net] to download Metamod Source.
  2. Extract the addons folder from the downloaded archive and place the files in left4dead2/addons/
    Make sure to put the files in these appropriate directories and not goofy stuff like left4dead2/addons/addons/metamod or left4dead2/metamod.

    <Steam folder>\steamapps\common\Left 4 Dead 2\left4dead2\addons\metamod.vdf
    <Steam folder>\steamapps\common\Left 4 Dead 2\left4dead2\addons\metamod_x64.vdf
    <Steam folder>\steamapps\common\Left 4 Dead 2\left4dead2\addons\metamod\*

  3. OPTIONAL CHECK IF IT'S INSTALLED: Load the game in -insecure and check if metamod is installed by entering meta in the console. If there are results, Metamod Source is installed correctly.

Installing L4DToolz
  1. Go to this website (link)[github.com] and find the Releases tab in the github link. Click the Latest release, then download the appropriate version.
  2. The L4DToolz files appear to be packed recursively in two archive files in the github link, .tar.gz and .tar. Get an archive extractor to extract the actual files if Windows File Explorer can't extract.
  3. The files should be put in addons in a similar way that install videos and instructions tell you to do for SM and MM.
    Make sure to put the files in these appropriate directories and not goofy stuff like left4dead2/addons/addons/l4dtoolz or left4dead2/l4dtoolz.

    <Steam folder>\steamapps\common\Left 4 Dead 2\left4dead2\addons\l4dtoolz\l4dtoolz_mm.dll (Windows)
    <Steam folder>\steamapps\common\Left 4 Dead 2\left4dead2\addons\l4dtoolz\l4dtoolz_mm.so (Linux)
    <Steam folder>\steamapps\common\Left 4 Dead 2\left4dead2\addons\metamod\l4dtoolz.vdf

  4. OPTIONAL CHECK IF IT'S INSTALLED: Load a map and enter maxplayers into the console. If you've done it right, maxplayers should be 31. (32 for dedicated servers)

If both have been successfully installed, upon loading into a map maxplayers should automatically be set to 31. (32 on dedicated servers)

SO is after installing is the 32 player slots automatically installed?

Tested it now and it should increase maxplayers to max when a map is loaded into, although in practice it seems to be 31 maxplayers that's the maximum that can be set and used on the game.
I'm not sure why the 32nd slot can't be used, on my dedicated server it is properly set to 32. But regardless it should still be plenty enough.

Okay I tried for your instructions by

Installing Metamod Source here in this link latest build

Copypaste the addons file on to the Left 4 dead 2 addons file that has within metamod with files Bin, l4dtoolz, l4dtoolz_mm, l4dtoolz_mm, metaplugins being inside metamod file.

i copy paste another addons file into left 4 dead 2 addon file with another metamod file and a l4dtoolz file being inside it

I start up the game and it dosent work I guess despite installing correctly Im not sure if I missed a step or forgot a file could you help? Sorry if this is overwhelming but man this is tricker to install then i thought.

.vdf files tell L4D2 that it has plugins and where the plugin files are. The .vdf files in metamod folder do the same except for Metamod instead of L4D2.

If you have a game startup message telling you that you have metamod plugin loaded, it might be a problem with L4DToolz not being installed correctly.

okay looks like I got it just had to type !survcount 25 as im using all possible cannon characters that could have survired in my playthrough, i did everything right just had to type !survcount and the number i wanted.
