Is this supposed to be a secondary or a melee weapon?

If is a secondary:

Stats

Two guns with a high rate of fire in which both can shoot individually, using the right and left mouse button respectively.
It has a base damage of 18

Each carries 6 bullets, also having 48 reserve ammo (each can be reloaded 4 times before running out of bullets).
It is not possible to reload one while the other is firing, requiring both to be stopped to reload.

+25% switch speed

Explanation: A weapon that functions similarly to a pistol however both can be fired separately or together. It might seem a bit pointless to give the heavy a pistol however the ability to deal cheap damage with greater accuracy and damage, after all, the heavy minigun at a certain point not only does very little damage but also has very little accuracy. Just like a pistol, this weapon would allow the heavy to finish off or deplete enemies farther away more easily, something that the +25% switch speed will help with.

However if it's a melee:

Stats

+ Recovers 30 ammo for each hit landed

+ On kill the enemy will drop 2 medium ammo box instead of one

- Consumes 10 ammo for each hit

- When killed drop 2 medium ammo box instead of one

- 25% damage penality

Explanation: This weapon allows the heavy to recover ammunition more easily in situations where he has little or no ammunition in his primary. It also lets you help your team by dropping more ammo when killing an enemy.

On the other hand, you need to be more precise with your blows if you don't want to lose more ammo than you already have or provide more ammo to your enemies.
