Leader Abilities
Xiaobai, Marquis of Qi

Ability: Union of Feudal Lords
Promoting a Governor awards 1 Envoy.
The Capital receives +1 Amenity for each tributary city-state.
Has access to a unique Governor, Guan Zhong, the Zhongfu.

Agenda: Revere the King, Expel the Barbarians
Likes civilizations that keep their people happy and clear out barbarian outposts. Dislikes civilizations that attack city-states or ignore barbarian outposts.

Unique Governor: Guan Zhong, the Zhongfu
The advisor and mentor of Xiaobai, Marquis of Qi; Guan Zhong’s wisdom is not limited to the city he is located. All Governors benefit from his advice to swiftly build up a hegemony of splendid cities.

Default Ability: Recommendee and Recommender
Cities with an established Governor receive +2 Food and +2 Production.

Tier-I Ability (Left): Light and Heavy
International Trade Routes from and to cities with an established Governor provide +1 Production and +2 Gold to those cities.

Tier-I Ability (Right): Mountains and Seas
Improved luxury and strategic resources in cities with an established Governor provide +1 Food and +2 Gold.

Tier-II Ability: Regions and Counties
Allows cities with an established Governor to purchase their first three districts with Gold.

Tier-III Ability (Left): Classes and Gatherings
Cities with an established Governor receive +2 Housing;
+2 Amenities additionally if that city has at least three specialty districts.

Tier-III Ability (Right): Neighbors and Comrades
Military units trained in cities with an established Governor receive +3 Combat Strength, doubled if that city has at least three specialty districts.

Zifu, Duke of Song

Ability: Standard of Benevolence and Righteousness
Cannot declare Surprise Wars or Wars of Territorial Expansion, but can declare a Liberation War or Protectorate War with Code of Laws.
Sending a Trade Route to a city-state awards 1 Envoy there, and provides +2 Culture and +3 Gold.
Gains +4 Trade Route capacity and 4 Traders after the first time an ally's city or a tributary city-state is liberated.

Agenda: Morality over Reality
Likes peaceful civilizations with high Gold and Faith output.
Dislikes civilizations that declare Surprise Wars or attack city-states.

Chong'er, Marquis of Jin

Ability: Journey of Refuge
All units ignore zone of control; receive an additional +1 Movement and +1 sight while in neither home nor enemy territory.
Being the first civilization to meet a city-state or completing a city-state quest awards 1 additional Envoy there.
Gains the Mount Jie unique district with Drama and Poetry.

Unique District: Mount Jie
A district unique to China when Chong'er, Marquis of Jin is their leader.
Must be built on Mountains by consuming a Great Writer, and only 1 can exist at a time.
+2 Appeal. Provides additional +2 adjacency bonuses to adjacent Campus, Theater Square and Holy Site districts.
Farms and Plantations in this city receive -1 Food and +2 Faith.

To build the Mount Jie, move a Great Writer next to a Mountain, choose "build improvements" and build the Mount Jie "improvement" on the Mountain tile you desire.

Agenda: Promise of Three She
Emphasizes exploration and forming good relationship with city-states.
Likes civilizations that prefer exploration, provided they do not attack city-states.

Renhao, Count of Qin

Ability: Subjugation of Xirong
Starts with Animal Husbandry unlocked.
Exploring a Tribal Village or dispersing a Barbarian Outpost awards 1 Envoy in addition to the usual bonuses.
Cities with an Encampment gain the Equine Physiognomy unique project;
ranged units and cavalry units trained in these cities gain access to the Convert Barbarians action.

Unique Project: Equine Physiognomy
Awards 2 Horses per turn and provides Science equal to 15% Production when active.
Provides Great General and Great Scientist points once finished.
All cavalry units receive +1 Movement after completing this project for six times.

Agenda: Wisdom of Five Goatskins
Eager to clear out barbarian outposts.
Likes civilizations that are peaceful towards other civilizations but relentless towards barbarians.
Dislikes neighboring pillagers.

Lv, King of Chu

Ability: Challenger to the Nine Tripod Cauldrons
Completing an Encampment or a Holy Site grants a free Warrior unit; grants a free Heavy Chariot unit instead after researching the Wheel technology.
Conquering a city awards 1 Envoy.
Gains the Bei unique district with Irrigation.

Unique District: Bei
A district unique to China when Lv, King of Chu is their leader.
Replaces the Dam district, unlocked earlier and cheaper to build.
Prevents damage from flooding of adjacent river (though yields from flooding drop by 50%). Prevents Food loss during Drought.
Grants major adjacency bonuses to adjacent Holy Sites and Industial Zones.
+1 Food to Farms and Plantations of this city; +1 additional Faith if this city has a Holy Site, +1 additional Production if this city has an Industrial Zone.
Must be built on Marshes or Floodplains. One per city (instead of one per river).
Builders and Military Engineers can spend a charge to complete 20% of a Bei's production.

Agenda: When the Great Bird Takes Flight
Aggressive to expand his territory.
Likes warmongers with high Faith output.
Dislikes peaceful civilizations with low Faith output.

Helv, King of Wu

Ability: Strategists and Assassins
Gains two free Great Generals with Military Tradition.
All units receive 15 EXP and regain 15 HP when a Great General activates a retire ability.
Recon units receive +2 Movement, are invisible to enemy units that are not in an adjacent tile, and receive +15 Combat Strength when attacking unfortified units.

Agenda: Reader of the Art of War
Likes civilizations with multiple Encampments.
Dislikes civilizations with no Encampment.

Goujian, King of Yue

Ability: Bitterness of Bile
+50% Great Merchant points.
Receives a free Spy (and extra spy capacity) after earning the first Great Merchant.
International Trade Routes receive -50% towards all yields, but +2 level of Diplomatic Visibility for possessing a Trading Post in any city of a civilization.
The city with the Government Plaza gains the End of Humiliation unique project.

Unique Project: End of Humiliation
Grants a free melee unit for each Government Plaza and Commercial Hub upon completion.
International Trade Routes receive +50% (instead of -50%) towards all yields.

Agenda: Preparations for Revenge
Emphasizes espionage, and will declare Surprise Wars if necessary.
Likes peaceful civilizations with multiple Trade Routes.
Dislikes civilizations that threaten his rule.

Wusheng, Count of Zheng

Ability: Artifice of Connivance
+17 Combat Strength against Free Cities.
+50% Production towards Encampment and Theater Square districts, triggers a Culture Bomb when completed, and cause cities within 6 tiles to receive -4 Loyalty per turn (regardless of owner).
Gain the Fish Formation Chariot with the Wheel technology.

Agenda: Fish Formation Chariot
Chinese unique Ancient Era unit when Wusheng, Count of Zheng is their leader.
4 Movement when starting in open terrain.
Adjacent enemy cities receive -4 Loyalty per turn.
Heals at the end of every turn if there is at least one adjacent Fish Formation Chariot, even after moving or attacking.

Agenda: Schemes against Duan
Likes civilizations sharing information with him.
Dislikes isolationist civilizations that hide behind Walls.
