Honestly, I don't know how to use it either. I don't think it works that well with ACE, from what i've heard all you have to do is drive up to it in vanilla and it'll repair (can't confirm that though)

yeah with vanilla systems, it functions like a huron repair container, you just drive next to it and after 60 seconds or so, it will fully heal a vehicle

in Vanilla you should just drive next to it. maybe double tap ALT and look at the repair station while sitting in the driver seat and you should get an action to repair your vehicle if it doesnt do it automaticaly. If you use ACE as far as i remember if you are close to a Repair Station it will increase your Mechanic Level. If you are an Engineer/Repair Specialist you can do only field repair but if you stand next to the Repair Station you will be able to fully repair your vehicle (as long as you have a toolkit in your inventory). But this also depends on your ACE Logistic settings but in default it should work like this.
