I think the use over time being the only downside is good, because that means you can switch in and out of the charged state easily, meaning it'll see more use, and you're not screwed if you can't find any food because you can simply turn it off if you run out.
I also think, with how small the estranged's food bar is, and the fact it has a lengthy charge-up in a game where you can die in an instant, making it one food pip cost one instead of two would result in it being used more too, because with the hefty cost of charging yourself and the constant food drain, I NEVER get to use it, even if I wanted to. Making it a one food pip cost, along with changing the cost of the charged state would make them a lot more likely to actually be used.
