How do you go about getting critical intel?

I dont have much trouble getting ahold of normal intel but I have no idea how to get the critical intel. Is it purely a quest reward that I just have to hope to get lucky to get?

the best way to get it imo is using Burnout Intel Scrapers, they occasionally give 1 or 2 critical intel
