Arch Lector prayer cooldown perk bugged

Firstly, fantastic work on this mod.

Noticed that warrior priest prayers start off cooldown until you get the perk under Arch Lector that is supposed to do that but instead does the opposite and makes them all start on cooldown, not a big deal I suppose just fyi.
