No faction spam when your mod update
im start a new game but no faction spam ! still play good before last update of your mod

some failed precept name from some more try is Palatine and Chaplain, Supreme Chaplain like that

Sorry I saw this thread just now. But I don't think this precept name issue directly related to faction not spawned. Would you please throw me full HugsLib error log just after you created new earth? Even thought the precept name is not unique, it normally won't stop faction spawning process so I have to dig down more deeply.
