Have you checked the roof of the building.?
Just jump and build blocks under your characters feet to gain heights greater than your lift gets you to.
Unless there's stairs to the roof.. Then use the stairs. Lol. :)
It's more of an outside the building and build across to the roof area kinda idea.
Or the two seat method to teleport yourself from one seat to the next in order to scale the OUTSIDE wall of the building.?
Even if you were in a building and you could build how would you build through the ceiling to get to the roof.?

Use a Lift seat to go underground outside the building to see if you can spot them.?
You know how to glitch underground with a lift.?

To Make sure the quest is active and get its name
/completequest * NAME As it is shown in /questlist*
But You won't get the reward with this method.!!

This Might reset the task.

I haven't used any and dragged the commands out of the script file cos I'm a nerd like that.
