Unfortunately abby what you're asking for isn't a "Mod" as such it's more of a user friendly GUI of what already exists.

Dr. Pixel touches on a few of the elements of making blocks and other custom game controls.

There isn't a single source with a great detail of how to mod.
It's more of a learn by doing and start with a general idea using Dr. pixels tutorial.

It's all kind of there but you need to pick it apart..
Make a backup of the original file first and if experimenting with survival files then multiplayer
becomes an issue.
