Open a chat box and type /decrypt to allow you to move or delete items in places you normally can't..
or /unlimited to get a full inventory of everything in game

/encrypt and /limited to set back to normal.

Recommended you do not keep these enabled due to a possibility of breaking the game story line

And take note of warnings. Lots of players have lots of hours experiencing scrap mechanics various glitches.
