Frame skip is turned off with this mod?

I have a lot of mods installed so my game runs very slowly without frame skip on, but for whatever reason it turns frame skip automatically off. even when i turn off the setting that disables this, it still ends up being very laggy, although not slowing as much. any idea on how to fix?
