A challenging mixed bag. 3/5 stars.

I liked Navigation overall despite its inconsistency. There are highlights and low points, with most of the campaign falling somewhere in the middle. It looks nice and flows well thanks to competent level design that's not too open or too cramped. Set pieces are lengthy and unique, especially the custom multi-stage finale that sees you running from holdout to holdout. My favorite aspect was the difficulty — supplies are stretched thin, and the finale in particular is a nail biter without being unfair (usually).

However, there are lots of minor polish issues that add up. The levels have frustrating navigational difficulty spikes and occasional graphical weirdness. The custom NPC is a great addition, but it's hard to hear them and the Survivors never talk back. My biggest complaint is the abundance of repetitive city blocks that overshadow the truly unique areas. I could go on, but overall this campaign is still worth a try if you're up for a challenge.
