The idea is that you can take fights easier and you are rewarded more for killing people, but you're worse at turtling and you can't rely on your dispenser for metal as much.
I think this could actually make Heavies go more for a shotgun if they don't have a Medic or are using The Brass Beast / Huo-Long Heater. I would definetly enjoy running this for both Engineer and Heavy. Of course it would need different negatives if it was available for Heavy too.
