Enlistment feature is called "Freelancer".
Now,
"[not fixed] Freelancer bugs and Adventurers' Guild bugs. In 0.99 these 2 features are disabled by default and if you want to play them, you need to enable them first in mod settings at your own risk;"

...or in case if you meant "how to actually enlist", then the answer is "by talking to a lord".

I thought the "freelancer" bug is about the marshal in the freelancer outpost.

How do I enable the mod? Where is the mod settings?

is enlisting gone i talk to the lords and dont have an option to enlist or do i have to do anything special to open that option?

The Freelancer option is in Camp -> Change Game Settings -> Just browse through that and you'll find "Freelancer"
