Since it set to a Destroy Trigger instead of Potential, you are still able to build the Building if you have A.I. banned or are a Hive Mind. It will still give you the Governor then Destroy the building meaning you are unable to remove the governor.

Thanks for report! Fixed Hive Mind access to buildings and added AI core leader sweeper that checks if AI outlawed or not (on law change, and yearly, just in case).
