Report a translation problem
You can tell them to "follow" you (again), and they will clip through the vehicle and get out, some times you need to get closer to the NPC to the "follow" command works.
If the "follow" command as suggested from M403 doesn't work, tell your survivor companion to switch to melee weapon (if ranged) and then back to ranged weapon, it should "unclip" them from the vehicle. I know it's a bit annoying during some serious car run&gun, but it's better than nothing (leaving them to feed the zeds inside the car). Obviously do that in a safe place.
