Steam is not the only place that you can purchase a legit copy of Rimworld. Although, I believe that you need to own a copy of the game through Steam to use the Steam Workshop. Steam Workshop isn't the only location where people upload mods. Also, there are some mods that are not (and will never be) available on Steam Workshop (the forbidden mod comes to mind).
