In the Stepstones, there are sometimes adventurer invasions from pirates trying to claim a piece of the Stepstones. This persists even if a powerful entity (such as the Kingdom of the Stepstones, the Iron Throne, Tyrosh, etc) manages to unite the Stepstones. Perhaps these invasions could be tied to low Stepstones safety values?

I hadn't thought of that but I wish I had. That's actually a great idea. Depending on how much bug fixing I have to do before friday I'm pretty sure I could implement that pretty easily in time for the Dragon update patch.
