for rebels, your standard venator can be built anywhere with a teir 3 shipyard, and your more advanced loadouts can be built/upgraded with the use of an advanced fighter shipyarfd and the respective tech levels.

for empire the same remains true, your imperial loadouts can be built at any teir 3 shipyard, and your other loadouts require a fighter extension.

for underworld the same holds true, but your various venators are locked behind your different leaders, so you wont be able to build them all at once.

- for kotas militia veterans, you must upgrade the liberation to her GCW refit version, this can be done at any advanced fighter shipyard.
- for rebel warhounds, those can be built at any rebel heavy factory.
- for garm bel iblis upgrade you build it at any alliance intelligence centre with a teir 2 shipyard.

- for vaders fist/501st, they can be built at kamino.
- for AT-TE they can be built at any heavy imperial factory (the one you built HAV5 juggernauts at)
- for royal guards you can build them at the imperial palace on courusant.
