v1.0 Initial release of JPSP IFA SPE Tank Overhaul

- Overhaul is not meant to work with any other 'Overhaul' or mods that modify the armor values of tanks such as IFA3 Realpanzer or IFA3 Liberation.
- Overhaul is to avoid issues of IFA3 Realpanzer where it modifies all IFA3 tank ammunition
- Overhaul is to use as many SPE assets as possible to make everything balanced towards SPE, even if that means just mass renaming shells and guns
- Release focused on making British tanks comparable to SPE US counterparts.
- Buffing Churchill to make it more tanky.
- Emulate the feeling of the helpless of a SPE Sherman vs SPE Tiger I except a SPE Panzer IV G vs buffed Churchill.
- Applied SPE compass vehicle UI to tanks that were possible without breaking sight
- Attempt to transfer SPE tank shotset to Russian guns failed, maybe try again later?

General
- LIB base shells have irLock = 0 allowing AI to shoot at SPE tanks using IFA3 ammo
- Following tanks have SPE vehicle hud compass applied to them
- All Churchills, Cromwell, Sd.Kfz 124 (Wespe), M4A3 75, M3A3 Stuart, M5A1 Stuart, StuG III G
- Other vehicles had issues with the SPE Vehicle UI breaking the sight on the IFA3 tanks, not sure why.
