So fatigue plays a much more bigger role on battles now? Looks like the values are more heavy on your units if they're fatigued.

Yes, much heavier and will actually feel like they are exhausted with low speed, turn speed, and acceleration. Vigour bonuses will be worth more now, I don't think perfect vigour is to prevalent so it shouldn't be a huge issue just focus those units. Having one army fight many is now not ideal and you'll need to idle units to get vigour back up if you want to do that.
