Stairs?

Are you able to build multi level bases in your settlement? If so where and how? I don't see the option to do so.

Also, how do i go between surface level and sub level without making my only colonist go above ground?

Another one, how do i transfer good between levels? I found the elevator build but it just takes me to a random new place underground.
