Unit upgrades

Cant seem to find any spot where you are supposed to upgrade your units, i am in 1944, going into 1945, 2 years ahead of my enemy , but i still have all orignal units, while he has howitzers a and such, makes it hard to play after a while, when your enemy is throw the latest and greatest at your way behind troops
