I wanted to introduce an idea: The H.S.P. shutdown. (Honorable Shutdown Protocol)
If the shutdown with the Catalyzer fails, it has a 20% chance of allowing H.S.P. the employee(s) are required to sacrifice their lives and enter the Reactor Chamber while it’s tearing itself apart. They are to enter each catalyst control room and damage a connector connecting the Catalyzer to the facility and route it straight to the reactor mains with their physgun.
They then have 5 seconds to exit the Control Room and eject the Fuel Rods before the Catalyzer explodes (if it does explode with the fuel rod still inserted, the fuel rod will melt into its socket and make the shutdown impossible). The fuel rod, because it's extremely hot because of its draw from the Catalyzer, will then explode out of its socket, shooting into the Reactor and weakening it. (The Catalyzer will not explode because of the lack of fuel.)
Another case of failure is if the fuel is completely out. While it may still work, depleted fuel has a 75% chance of weakening the core vs 100%. This keeps people topping up the fuel when it's needed.
After all 3 have been shot into the reactor, they must now go to the control room before it regains its energy and activate the Shutdown Protocol. Which has a 60% chance of working.
