"Sailors are the fallback for marines if you don't have a DLC which enables the marines. But now you seem to get the fallback even if you have a DLC for marines.
In some versions it depended on which marines DLC you had, but I'm not sure if that's still the case"

It's an issue with the game and it's DLC and not something that can be solve with the mod, I may change the modifier in the future but for now its just seen as a bug.
