VGUI Spawn menu: How to install guide. :headcrab:
First things first,

You must install the addon and when you have done that, head to your "steamapps" folder.
Steam > steamapps > workshop > content
Now that you have done that, head to the 220 folder in "content". Now that you've found and clicked on it, find the 3366713815 folder.
Now what??
You should head back to "steamapps > common" and go to Half-Life 2. In HL2 folder, go to the "hl2" file and click or MAKE the "custom" folder. Folder is named "custom" and should be like that name.
In the addon folder, 3366713815, inside of it select the three of the files. Head back to the "custom" folder and insert the three of the files you got and put them inside the folder.
Okay, im in HL2. Now what?
Go to the console by clicking which key the console key is set on. Check the options, keyboard, advanced to activate the console.
Insert this on the console by typing or pasting it: bind q +toggle_spawnmenu
Thanks! But how do i get the CSS content?
The CSS conent is posted on the addon's author. He put a collection in here, which has the CSS content addon. Install it, no need to do anything else. Just install it and boom! You're done!

If none of the following guide worked when inserting such into the "custom" folder, im sorry but i have no help for such problem. You may need to consult the author to fix the problem, or if its a problem mainly on your device, its your device / game file's problem.

on the 3366713815 file? if so, idk. i havent seen that before so i dont know how to fix it.

i dont see a folder called custom in hl2 i followed all steps right but i dont see it do i make teh custom folder?

In the guide, it says, " "hl2" file and click or MAKE the "custom" folder."
Theres your answer, make the custom folder, no uppercase letters, exactly how its said, "custom".
