The only issue I'm seeing in-game now, is the clock and barometer won't retain it's adjusted size after loading a save.

Clock position is saved when you you save game. Have you tried keep pushing pagedown to scale down UI to the minimum when you don't see it? Maybe your clock was saved under different UI scaling and got out of screen area.
I didn't deliberately place these marks in a rectangle, I just moved slowly outward from the clock center until the mark would actually go through. Once I saw the shape I realized the bug's cause.
You can determine this area by trying to place marks on the map, or by hovering the cursor for a moment at each position until the clock tooltip stops appearing.
