Check if they're enabled in addons, sometimes some addons disable themselves after you install them. If that doesn't work, then restart gmod. And if that doesn't work then it's satan.
Playing without Pixelation Effect is fine, but DRGBase is required. If DRGBase doesn't function then enemies technically do not exist and thus cannot spawn at all
