There's actually one I've encountered. With a navy of 33 led by an explorer, if I'm exploring for long enough, during one month the attrition will be 98%, dropping the entire navy down to 2% before going back to 0% the next month and staying there indefinitely.
I say a navy of 33 because it's the only one I've tried it out with at the moment.
As far as I can tell, it's the point where the navy first moves away from the coast when the attrition values are first added.
Not really gamebreaking, just thought I'd point it out.

I'll note that now I've conquered half the known world, after a couple months of exploring with a fleet the attrition rate sets itself to 400+% which completely destroys any fleet (as you would expect). I have the resources to keep pumping out exploration vessels but It is getting more than irritating.

Sorry for the late reply, I've been having midterms this week, got through half of em, but I figure I can help you out with this.

It sounds like just the value of fleet attrition is messed up.

Does this work for all fleets or just the ones far from home? I havent noticed this with my playthrough.

I can't seem to find a pattern to be honest. When departing from Cornwall (when I first noticed) it happened around denmark. When colonising the New World they tended to make it all the way down the east coast from Canada to the Caribbean before it happened, by that point I could usually port them before it happened. Now I'm colonising the Phillipines, They can't make it up the coast of Viet from Borneo, about 5 sea tiles give or take.

It occured to me that I completely missed answering the question.
It doesn't happen for fleets very close to home.
Typically it happens to fleets far from home after a specific amount of months.

This may seem late, I finally got my Finals out of the way and have started playing the game.

I tested it myself, I've set out a US Fleet in the middle of the atlantic, and have noticed that no attrition seem to be effecting them after leaving them there for several monthes, are you sure that the fleet has not been in any engagements recently?

The Naval Attrition modifier seems to be broken. It bumps the attrition up to 196% immediately as soon as I leave home waters. No other mods other than graphics. As a modder myself, I suggest just lowering this modifier to -500 or even -1000. No one will really be out to sea for long enough to use all of the -9900 even if it worked anyway.

Note, I did have an explorer. If you need, I'll post screenshots.

EDIT: I realised this issue was already talked about, sorry. Did you guys get it fixed?

Not sure what’s going on, but the after the last hotfix update I am getting a strange message when trying to select the mod. Now the reason it is strange is that the game is no longer showing the mod as being compatible with any versions where before it would show the previous version of the game. What I found was that unsubscribing and resubscribing fixes it for one session but its only temporary and reverts to the problem after that one session a few seconds after closing out.

Your .mod file has a bit of a glitch, preventing the mod itself from being filed in the proper Steam Workshop categories. Currently, it contains this:

tags={ "Missions" "And" "Decisions" "Military" }

Should look like this:

tags={ "Missions And Decisions" "Military" }

I've found that previous versions of the game modify the .mod file after it is uploaded to the workshop, which if you aren't eagle-eyed, can make it easy to miss the subtle bug next time you update. More recent patches ( >=1.12 ) seem to eliminate this behaviour, but I am not 100% sure. Best to just check the .mod file after every upload.

I downloaded and installed the update, restarted Steam, took off all my other mods, and tried it again. It still didn't work. You can enable the Imperial Advancement Program and disable it, but you don't get any of the benefits of it. :(
