It's a lights out puzzle, when you press one button, the adjacent buttons are also switched, all buttons need to be on. If you google "lights out solver" the first result should be a website called dCode which will help you solve it

Anybody know how to do the firewall quest right after that one?

cant tell you specifics cause its confusing down there but it involves the santos underground deadzone, you might need all the keycards

One of the rooms on floor 2 of the underground labs has a server/generator, forgot which, that has an interactable panel attached to it. Press the button on the middle of the left side of the panel and it should turn on, I managed to get it working by just pressing the "deny" button (red triangle) over and over again until it said the quest was completed.

ok i get just hit the 4 coners then the middle alll that matter is you do the middle last
