the bug spray appears to be bugged and is actually part of the kitchen counter so if I try to grab it, it just opens and closes the kitchen counter. It's not a separate item so it doesn't get highlighted separately. When I look at the bug spray, it highlights the entire kitchen counter....

FIX: the quest was to go to the basement and come back. doing this will have the game tell you that the basement is locked. this will then progress the quest and let you grab the bug spray. if you don't physically go to the basement to check, it won't let you grab the bug spray.
