the orange one? Alto de Serra, in one of the Southern Front's House, specifically the big one.
its on a shelf under the left stairway

Level 3 horde beacon needs 27 points of crafting knowledge.

Make the level 1 horde one, gives +1. Make the level 2 horde one, gives +2.

Because the developers did not explicitly mention it in the item description...fk
