As far as I can see, what has happened here is that you have already lost, by playing past the turn timer while it was enabled. Celestium detects defeat and actually looses, becoming and elder tomb, loosing access to it's powers, and slowly allowing the world to cool off.
I'm putting in some extra logic to clear the loss/victory state when you switch to Celestium, which should solve this issue in the future. If you have an auto-save from before the switch, that should work, once this has been uploaded and Steam has distributed it to everyone.
As for having only two powers, Celestium always wakes up at the same stage, with access to it's first two powers, and 9 maximum and current power.
Due to technical limitations, it is not possible to preserve powers from the preceding god in a generic way. I have not implemented bespoke mechanisms for any base game or modded gods.

Fix is live.
Steam sometimes takes a few hours to distribute new content to everyone, but it is typically much faster than that.
This will not fix a game in which you have already switched to Celestium, but if you go back in the auto-saves to just before and do it again, it should be okay.
