Herding penalty while in Army

I have a herding penalty while I'm in the army and even after selling all my horses/animals , it's still there. When I disband the army, the herding penalty goes away. Is this a bug or am I missing something?

Rockonharder has Mount & Blade II: Bannerlord

Cows/pigs/sheep count towards herding plus if you have a herding penalty while in army then it has to be from one of the other NPC's . normally i only have it when i'm not in army. but thats because i'm the primary reason for the penalty.
