Reloading Guns on Horseback

My character wont finish the animation to reload a gun on horseback. Neither do the Sakai Pistol Cavalry. I'm assuming the dedicated gunner units are supposed to reload. Is there a work around for this?

I can finish reloading on horse back. Im using the Samurai Zutsu with zero Guns skills
