Elite Armored Doctrine - Panzer IV Battlegroup Not Spawning With Armored Skirts

This is self-explanatory.
The ability call-in gives you 2 fresh Ausf J.s at a small discount but does not come with armored skirts as promised; forcing you to buy them.
