any reason why we cant get rapid conscription without commander?

No particular reason actually. The focus on the mod was to unlock units, upgrades and squad abilities. After that artillery was added to officers, but with limited range to keep commanders relevant. Global abilities got left behind. Only some were added to command/officer units with a veterancy requirement, also to keep commanders relevant.
