Added 2 major config options (both disabled by default) -
Performance Mode: Disables most of the mod and redraws vanilla rain with the same warp effect
Intense Mode: Causes rain and fog to spawn way more than regularly, the Rain Intensity config option is much more exponential with this enabled

Added a config option for rain transparency (defaults to full opacity, 1)

Fixed rain being able to spawn in underground modded biomes
Improved world surface fog spawning logic a bit
made the extra fog actually use the config's required storm strength to spawn it
Added an option to disable fog entirely (idk why this wasnt a thing before)

Major improvements to rain collision, spawns higher offscreen and should not spawn while in caves close to the surface
Improved fog visuals, should be less choppy now
Rain and fog color is more dynamic with the biome you are in, and now has (some) support for modded biomes
Added an option for fog to sweep across the world surface (near you) when rain is strong enough (can be configured)

Added an option for rain to impact tiles (may look wonky, disabled by default)

Completely reworked rain spawning, now spawns less frequently the closer you get to space
Content is loaded much more efficiently, and rain should be more performant on lower end pcs
Rain should now properly have a subtle tint when in different vanilla biomes
