Eventually, there will be a Config Menu in-game to toggle off Voices/Gore completely.

There's something you can do now, though: If you Right-Click on a person's Head, you'll see a list of Voice Profiles down near the bottom of the Context Menu. At the top of that list is "VOICE: No Voice", which effectively mutes the person.
