The Unreformed x10 Tier List
This tier list applies more so to multiplayer games, but in singleplayer this likely would agree with it as well. The order of goodness will be the best on top, and the worst of each tier on the bottom.

To find a civ on the tier list, press CTRL+F and type the nation you're interested in.

GOD TIER (TIER 0):
These civs render most other civs obsolete to a great degree.
- Korea
- Babylon
- Egypt
- Zulu

TIER 1 (VERY GOOD)
These civs nearly can hold their own against Tier 0 civs and make good use of their UAs and UB's.
- Poland
- Russia
- Ethiopia
- The Huns
- America
- Inca
- China

TIER 2 (DECENT)
These civs are decent but can't keep up with those of higher tiers without good circumstances. The majority of civilizations lie here.
- Spain
- Aztecs
- Turkey
- Venice
- England
- Persia
- France
- Brazil
- Rome
- Germany
- Maya
- Mongolia
- India
- Arabia
- Sweden
- Celts


TIER 3 (SUB-OPTIMAL)
Can make use of their bonuses but can't hold their own against certain nations [above]
- Assyria
- Polynesia
- Portugal
- Japan
- Shoshone
- Siam
- Netherlands


TIER 4 (NEVER PICK)
These civs are for those looking for a real challenge. They are obsolete in this mode.
- Carthage
- Songhai
- Iroquois
- Greece
- Austria
- Byzantium
- Denmark

Assyria i found is really good maybe not god tier but at least tier 1 or 2 if you mobilize against city states

I disagree with two things: Poland and the Iroquois
Poland is unplayable because you can adopt every policy, and you get stuck after that.
The Iruquois should be ranked at least Very Good, just play it right. Get longhouses and spam your opponents, and use your UA to be the supreme defender.

Infinite city sprawl. Citizens give you happiness rather than make you lose it, so you essentially can have as many cities as you want.

You could just activate the option in advance option to pass turns without choosing a policy.
