All factions aggressive?

I was just wondering if that was an intentional thing of the mod that all factions are aggressive or it i got really unlucky lol

Edit: So have been trying out various factions and through all campaigns, it seems that all of the factions are aggressive by default and I am not sure what is going on

yes if youre not fighting 10 batles per turn, its not radious.
